Stakeholders identify what it will take to deliver the Netherlands’ nuclear energy plans

At Tractebel’s Energy Transition Forum on 15 October, Dutch nuclear stakeholders identified three priorities for turning the Netherlands’ nuclear ambitions into concrete action: stronger programme governance, early mobilisation of the supply chain and workforce development.

More than 70 participants from nearly 40 organisations, including nuclear operators, SMR developers, public authorities, knowledge institutions and energy-intensive companies, discussed how large nuclear power plants and small modular reactors (SMRs) can be delivered safely, on time and within budget.

The discussions focused on three areas requiring prompt action: stronger programme governance and owner capabilities, a skilled and resilient Dutch supply chain, and realistic arrangements for risk allocation, licensing and long-term investment. Participants agreed on three points:

  • The entire nuclear supply chain must be mobilised, both in the Netherlands and in neighbouring countries such as Belgium and France.
  • A fleet-based approach, in which the same reactor design is built multiple times, shortens construction times and reduces costs. This applies to both large nuclear power plants and SMRs.
  • Risks must be shared fairly between government and the private sector.

Participants called on the Dutch government to take the lead in establishing a clear, stable and long-term policy and regulatory framework. Such a framework makes clear what the risks are and who bears them, enabling the necessary financing to flow.

Tractebel will shortly publish a summary of the recommendations from the forum.

As the Netherlands moves from policy ambition to programme development for nuclear projects, early collaboration between government, industry and academia is essential. Through the Energy Transition Forum, we brought together the right stakeholders and held the discussions needed to move these projects forward in the Netherlands. Only by joining forces can stakeholders enable nuclear energy to play a role in the energy transition while safeguarding security of supply and sovereignty.

I would like to thank Tractebel for organising this event, because it brought together key players from different levels, organisations and areas of responsibility. It helps us understand what we need to put in place collectively, as a group, to move from ambition to action and execution and make nuclear developments in the Netherlands a success.
