New study reveals nuclear supply chain opportunities for Dutch businesses

A recent study by Tractebel and Technopolis shows major opportunities for the Dutch Province of Zeeland’s business community, as the Netherlands advances plans for new nuclear power plants.

Commissioned by the Province of Zeeland, Impuls Zeeland and VNO NCW Brabant Zeeland, the study outlines how companies in Zeeland, one of the preferred locations for new nuclear reactors, can position themselves within the nuclear supply chain and benefit from future investments.
Conducted from July 2025 to January 2026, the analysis explored prospects primarily for large nuclear new build projects, but also for Small Modular Reactors (SMRs) and the lifetime extension of the existing Borssele nuclear power plant.

 

Key findings

 

A strong opportunity for Zeeland’s industrial base

Zeeland’s industries, ranging from civil engineering and logistics to electrotechnical and installation services, already possess many of the capabilities that can be scaled or adapted to meet nuclear industry requirements.

 

Up to 130 companies could supply nuclear projects

The largest opportunities lie in construction, infrastructure and transport during early project phases. Some highly specialized components would still need to be sourced outside the region.

 

Significant economic potential

Local businesses could capture 3.1 – 4.6 billion euros in direct economic value during the 12 year construction period, representing about 15% of total plant costs. Indirect impact is estimated at an additional 1 billion euros.

 

Long term prospects with SMRs

Future SMR deployment could strengthen Zeeland’s industrial energy resilience and create ongoing supply chain opportunities.

 

Boost to the wider ecosystem

Nuclear new build is expected to generate high skilled jobs, spur innovation and support long term economic stability in the region.

Recommendations

The study calls for Zeeland to position itself as a leading nuclear energy hub and actively promote regional businesses for participation in upcoming nuclear new build projects. To seize these opportunities, the province should continue to refine and implement the proposed roadmap for nuclear supply chain participation, thereby helping its businesses meet nuclear‑grade quality standards and certification requirements.

 

Stronger connections should be established between regional, national and international stakeholders, including the creation of a Nuclear Delta platform: a public private initiative uniting businesses, government bodies and educational institutions. Clear agreements with the Dutch government on plant hosting conditions will also be essential to maximise regional economic participation.
